Legislature must annually review preliminary budgets and authorized millage rates for each water management district and set the maximum revenue each district may raise through ad valorem taxes by July 1.

If the Legislature fails to set the maximum property tax revenue by July 1, the maximum reverts to the amount authorized in the prior year.

For fiscal year 2011-2012, total ad valorem taxes are capped at specified amounts for each district: Northwest Florida ($3,946,969), Suwannee River ($5,412,674), St. Johns ($85,335,619), Southwest Florida ($107,766,957), and South Florida ($284,901,967).

Each water management district must provide monthly financial statements to its governing board and make them publicly available on its website by September 1, 2011.

Executive Office of the Governor and Legislative Budget Commission are authorized to disapprove district budgets in whole or in part, with written disapproval required at least 5 business days before final budget adoption.
