Creates section 409.16713 to establish an equity allocation model for distributing core services funding to community-based care lead agencies.

Defines core services funding as all allocated funds except those for independent living, adoption subsidies, protective investigations training, nonrecurring funds, mental health wrap-around services, and special projects.

Equity allocation model uses four weighted factors: proportion of children in poverty (30%), child abuse hotline workload (30%), children in care (30%), and contribution to reducing out-of-home care (10%).

Beginning in fiscal year 2011-2012, 75% of recurring core services funding shall be based on prior year base funding and 25% shall be based on the equity allocation model.

Any new core services funds in 2011-2012 shall be allocated using the equity model and directed only to lead agencies whose current funding is below their equity model proportion.
