Increases tuition rates effective July 1, 2011: resident undergraduate tuition at state universities rises to $103.32 per credit hour; community college tuition for advanced programs rises to $68.56 per credit hour for residents and nonresidents.

Requires students receiving Florida Bright Futures Scholarships and other state financial aid programs to submit a complete Free Application for Federal Student Aid (FAFSA) before disbursement of awards.

Temporarily suspends state matching funds for four donor gift programs (Community College Facility Enhancement Challenge Grant, Dr. Philip Benjamin Matching Grant, University Major Gifts Program, and University Facility Enhancement Challenge Grant) for donations received after June 30, 2011, with existing donations remaining eligible.

Limits remuneration for Florida College System and state university presidents to $200,000 from appropriated state funds for fiscal year 2011-2012, and caps administrative employee compensation at $200,000 annually from appropriated state funds.

Authorizes transient student fees not exceeding $5 per distance learning course at state universities and community colleges; authorizes Santa Fe College to establish a transportation access fee up to $6 per credit hour subject to student referendum approval.
