Exempts the Department of Transportation from rulemaking requirements and regulatory cost statements when adjusting tolls pursuant to s. 338.165(3).

Requires excess funds from Alligator Alley tolls to be used to develop and operate a fire station at mile marker 63 to provide fire, rescue, and emergency management services to adjacent counties.

Eliminates lease-purchase agreement authority for multiple transportation authorities, including the Northwest Florida Transportation Corridor Authority, Tampa Bay Area Regional Transportation Authority, Jacksonville Transportation Authority, and various county expressway authorities.

Repeals statutory provisions creating the Brevard County, Broward County, Pasco County, St. Lucie County, Seminole County, and Southwest Florida Expressway Authorities.

Revises the definition of "VoIP" in telecommunications law and establishes state agency protocols requiring assessment of equipment damage before purchasing replacements; effective July 1, 2011.
