Authorizes Sebring Airport Authority to exercise powers over properties beyond the airport and industrial park through contracts with governmental entities.

Expands authority's power to acquire, lease, construct, and operate commercial and industrial facilities in addition to airports and airfields.

Grants authority power to establish, operate, and maintain foreign-trade zone status under the alternative site framework in DeSoto, Glades, Hardee, Hendry, Highlands, and Okeechobee Counties and the Cities of Belle Glade, Pahokee, and South Bay.

Allows authority to purchase commodities or contractual services from purchasing agreements of other special districts, municipalities, or counties under section 189.4221, Florida Statutes.

Effective upon becoming law.
