Directs the Division of Administrative Hearings to appoint an administrative law judge to determine whether wrongful acts by the State of Florida, Pinellas County State Attorney, or Pinellas County Sheriff warrant compensation for Brian Pitts.

Authorizes compensation of $1-7 million to be paid by the state courts trust fund, state attorneys trust fund, and Pinellas County general revenue fund based on the judge's findings regarding Pitts' alleged unlicensed practice of law and incarcerations totaling nearly 12 months from 2001-2010.

Declares all final orders, judgments, and convictions in eight specified cases involving Pitts to be null and void, and directs clerks of court to remove these records from public access and transfer them to the Department of Law Enforcement.

Authorizes Pitts to practice law as a lay counselor or lay representative under specified Florida statutes and court rules, and permits his legislative testimony without constituting the practice of law.

Directs the Department of Law Enforcement to investigate potential violations of Florida and federal law by Florida Supreme Court justices, appellate and circuit judges, state attorneys, The Florida Bar, and the Pinellas County Sheriff, with findings presented to a grand jury in Leon County within one year.
