Authorizes Miami-Dade County to appropriate and pay $1,010,000 to Ronnie Lopez and Robert Guzman as Co-Personal Representatives of the Estate of Ana-Yency Velasquez for the benefit of three minor children.

Compensates the estate and minor children for the death of Ana-Yency Velasquez, age 23, resulting from a Miami-Dade County police officer's negligence on February 23, 2009, when the officer's vehicle broadsided her car at an intersection without lights or sirens engaged.

Establishes that the $1,010,000 award provides sole compensation for all present and future claims arising from Ana-Yency Velasquez's death.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total amount awarded.

Becomes effective upon becoming law.
