Amends s. 381.8531, F.S. to make personal identifying information of donors to the Florida Center for Brain Tumor Research's central repository and registry confidential and exempt from public records requirements.

Allows disclosure of confidential information to researchers who submit an institutional review board-approved research plan, sign a confidentiality agreement, maintain confidentiality, and destroy records after research concludes.

Extends the sunset review date from October 2, 2011 to October 2, 2016, subjecting the exemption to the Open Government Sunset Review Act.

Establishes legislative findings that privacy protections are necessary to encourage specimen donations, facilitate brain tumor research and treatment development, and protect patients from potential defamation or reputational harm.

Takes effect July 1, 2011.
