Requires the Auditor General to submit annually by July 15 (beginning 2012) to the Legislature and Department of Financial Services a list of school districts and water management districts that failed to comply with transparency requirements.

Transfers responsibility for developing and maintaining the Transparency Florida website from the Executive Office of the Governor to the Department of Financial Services effective July 1, 2012.

Requires water management districts to post monthly financial statements and budgetary information on their websites beginning July 1, 2012, and to maintain financial data using common financial codes and submit monthly detailed reports to the Department of Financial Services beginning July 1, 2013.

Changes the exemption threshold for municipalities and special districts from the Transparency Florida Act from those with populations of 10,000 or fewer to those with total annual revenues of less than $10 million.

Establishes public access to a state contract management system on the Transparency Florida website containing contract data, procurement methods, and compliance information, with requirements for state agencies to update the system immediately upon major contract changes.
