Relocates the Statewide Office for Suicide Prevention from the Office of Drug Control to the Department of Children and Family Services, with the director now appointing members to the Suicide Prevention Coordinating Council.

Relocates the Statewide Drug Policy Advisory Council from the Executive Office of the Governor to the Department of Health, with the State Surgeon General serving as chair instead of the Office of Drug Control director.

Repeals the Office of Drug Control creation statute and removes references to the office from seaport security requirements, maritime security training programs, and prescription drug monitoring program oversight.

Transfers control of the prescription drug monitoring program's direct-support organization from the Office of Drug Control director to the State Surgeon General, who appoints the board and provides guidance.

Removes the Office of Drug Control director from the Florida Violent Crime and Drug Control Council, replacing them with a policy coordinator from the Governor's Office of Planning and Budgeting; effective July 1, 2011.
