Eliminates the Florida Energy and Climate Commission and transfers all its duties, records, personnel, property, funds, and contracts to the Department of Environmental Protection effective July 1, 2011.

Transfers commission responsibilities for renewable energy tax credits, incentive programs, energy policy planning, and the Florida Energy and Climate Protection Act to the Department of Environmental Protection.

Updates statutes throughout Florida law to replace references to the "Florida Energy and Climate Commission" with the "Department of Environmental Protection" for tax credits, renewable energy grants, solar incentives, energy efficiency programs, and related duties.

Removes the commission's role in reviewing proposed greenhouse gas cap-and-trade rules before submission to the Legislature, leaving only the Department of Environmental Protection to submit rules and reports to the Governor and Legislature.

Consolidates energy policy functions under the Department of Environmental Protection, including petroleum allocation, energy data collection, renewable energy development, energy conservation, and coastal energy impact programs.
