Repeals provisions of Florida Statutes relating to the Office of Adoption and Child Protection within the Executive Office of the Governor.

Requires all state, county, and local agencies to provide information to the Department of Children and Family Services rather than the Office of Adoption and Child Protection.

Relocates the Children and Youth Cabinet from the Executive Office of the Governor to the Department of Children and Family Services and reduces cabinet membership from 15 to 14 members.

Changes the cabinet chair from the Governor to the Secretary of Children and Family Services and reduces required meeting frequency from six to four times per year.

Removes the director of the Office of Child Abuse Prevention from cabinet membership and adds five advocacy organization representatives appointed by the Governor.
