Creates the Judicial Caseload Incentive Plan to resolve civil disputes timely and reduce legal costs, with the Legislature prescribing annual performance goals for specified case types in each judicial circuit.

Awards judges $3,000 per quarter if their circuit meets all established performance goals, with awards prorated for judges taking office or transferring during the quarter, contingent upon appropriation.

Authorizes offices of criminal conflict and civil regional counsel to create direct-support organizations as nonprofit corporations to raise funds and conduct programs, operating under written contracts with oversight by the regional counsel.

Transfers responsibility for reviewing and paying excessive private court-appointed counsel compensation from the Justice Administrative Commission to the Office of the State Courts Administrator, with excess payments funded through appropriations to that office.

Eliminates the requirement that clerks of court deposit 10 percent of court-related fines into the Public Records Modernization Trust Fund and requires quarterly traffic assessment reports in electronic format to the Florida Clerks of Court Operations Corporation.
