SPB 7128 - K-12 Education Funding

• Modifies class size requirements to be satisfied by October student membership survey each year, with allowances for up to 3-5 students above maximums if district determines assignment necessary after survey period, requiring compliance plan for next survey year.

• Establishes pilot program allowing school districts to transition to electronic and digital instructional materials in designated schools, with requirements for learning management systems and minimum 50% allocation to state-adopted materials.

• Creates mechanism for Department of Education to direct pro rata fund transfers between school districts serving students in Department of Juvenile Justice detention facilities during same survey period when one district unable to report students for funding.

• Revises industry certification funding to use 0.1, 0.2, or 0.3 FTE values based 50% on rigor and 50% on employment value, with Department of Education assigning values and State Board of Education including them in Industry Certification Funding List.

• Discontinues state funding for Merit Award Program for Instructional Personnel following 2010-2011 fiscal year and renames Class Size Reduction Lottery Revenue Bond Program to Class Size Reduction and Educational Facilities Lottery Revenue Bond Program to authorize issuance of educational facilities bonds.
