Florida SB 7130 - Postsecondary Education Funding Summary

• Authorizes universities to implement spring and summer enrollment cohorts aligned with available facilities and staff, with affected students ineligible for fall term enrollment and Bright Futures scholarships adjusted accordingly.

• Creates STEM Scholarship Program providing $1,000 annual awards to junior and senior undergraduate students in science, technology, engineering, and mathematics fields who demonstrate financial need and receive federal Pell Grants.

• Implements tuition increases effective July 1, 2011: workforce education programs to $2.22 per contact hour; community college advanced programs to $68.56 per credit hour for residents and $205.82 for nonresidents.

• Suspends state matching funds for community college and university donation matching programs after June 30, 2011, while preserving eligibility of existing donations.

• Establishes streamlined transient student admissions application process through Florida Distance Learning Consortium for students taking courses at institutions other than their degree-granting school.
