Removes the Division of Dairy Industry from the Department of Agriculture and Consumer Services and transfers dairy farm and milk plant inspection duties to the Division of Food Safety.

Transfers enforcement of motor vehicle consumer protection laws (Lemon Law and price gouging) from the Department of Agriculture and Consumer Services to the Department of Legal Affairs.

Requires Legislative Budget Commission review and approval of any proposed increases to the citrus box tax rate by the Citrus Commission.

Eliminates time limitations on the General Inspection Trust Fund, allowing it to fund department programs related to agricultural inspection on an ongoing basis rather than temporary basis.

Consolidates Motor Vehicle Warranty Enforcement Act administration and the Florida New Motor Vehicle Arbitration Board functions under the Department of Legal Affairs, removing involvement of the Division of Consumer Services.
