• Requires reimbursement to the Department of Management Services for actual costs of coordinating the Florida State Employee's Charitable Campaign, removing the previous 1 percent cap on gross pledges.

• Establishes standards for fixed capital outlay projects including interior finishing costs, cost analysis per square foot of constructed space, and prohibits using cost savings for unapproved purchases.

• Prohibits purchase of art with public funds except as authorized by law and defines "art" to exclude mass-produced decorative items and reproductions.

• Eliminates state-owned aircraft from the executive pool and removes reporting requirements, while repealing the executive aircraft pool statute and related authorization for aircraft use by state officials.
