Repeals existing procurement provisions in section 627.351(6)(e) and (f) and creates comprehensive new procurement standards in section 627.3514 for Citizens Property Insurance Corporation.

Establishes competitive solicitation requirements for purchases of $35,000 or more, using methods including invitation to bid, request for proposal, invitation to negotiate, or reverse auction; purchases of $2,500-$35,000 require written quotes or informal bids.

Requires joint preparation of contracts by Citizens' legal and purchasing departments with legal review before execution; mandates public notice of competitive solicitations on Citizens' website and state procurement website at least 10 business days before bid deadline.

Authorizes appeal process for contract awards of $100,000 or more (heard by board at public meeting) and $35,000-$99,999 (not required to be heard by board), with further legal remedy to Leon County Circuit Court.

Includes conflict-of-interest protections, preferences for Florida small business enterprises and minority business enterprises, and requires annual board review of purchasing policy; defines Citizens' board members and employees as "public servants" under bribery and misuse of office statutes, effective January 1, 2012.
