Creates the Federal Grants Trust Fund within the Department of Business and Professional Regulation effective July 1, 2011.

Establishes the trust fund to hold federal grants, interest earnings, and cash advances from other trust funds for allowable grant activities.

Requires funds to be expended only through legislative appropriation or approved amendments to the department's operating budget per chapter 216.

Automatically terminates the trust fund on July 1, 2015 unless terminated sooner, with required review before scheduled termination per section 215.3206.

Requires three-fifths vote of both legislative houses for enactment.
