Prohibits the Agency for Persons with Disabilities from expending funds for Medicaid services above the amount appropriated in the General Appropriations Act

Requires the agency to work with Medicaid waiver program service providers and support coordinators to monitor monthly program expenditures and prevent end-of-year program deficits

Directs the agency to implement procedures to track projected expenditures against available appropriations for all programs and manage client care plan costs

Mandates the agency provide quarterly surplus-deficit reports to the Governor and Legislature on total Medicaid waiver program expenditures, including any necessary corrective action plans

Takes effect upon becoming law
