Increases minimum annual funding for Florida Deepwater Seaport Program from $8 million to $100 million for fiscal years 2011-2012 through 2015-2016, with funds supporting port infrastructure projects that expand trade and investment capabilities.

Adds Port Citrus to the definition of "port" in state law and includes its representative on the Florida Seaport Transportation and Economic Development Council, expanding port governance to include 18 members instead of 17.

Establishes electronic toll collection rates equal to cash toll rates effective July 1, 2011, and increases the maximum outstanding bonds for approved turnpike projects from $10 billion to $13.5 billion.
