Transfers the Office of Motor Carrier Compliance from the Department of Transportation to the Division of the Florida Highway Patrol within the Department of Highway Safety and Motor Vehicles, renaming the program area as "motor carrier weight inspection."

Reorganizes the Department of Highway Safety and Motor Vehicles by consolidating the Division of Driver Licenses and Division of Motor Vehicles into a new Division of Motorist Services.

Requires Florida's constitutional tax collectors to assume all driver's license issuance services by June 30, 2015, following a specified transition schedule, with the department retaining certain fees to support motorist services infrastructure.

Eliminates provisions authorizing counties to establish certified central traffic records centers and removes restrictions on commercial use of crash reports; allows the department to distribute up to $5 per copy of online crash reports to investigating agencies.

Creates a Law Enforcement Consolidation Task Force to evaluate duplication of law enforcement functions across state agencies and recommend consolidation strategies, with a report due to the Legislature by February 1, 2012.
