Creates the Welfare Transition Trust Fund within the Department of Education to receive and manage federal Temporary Assistance for Needy Families (TANF) Block Grant funds.

Restricts trust fund moneys to providing services exclusively to individuals eligible for TANF pursuant to Title IV, Part A of the Social Security Act and applicable federal requirements.

Allows undisbursed balances and interest accruing in the trust fund at the end of the fiscal year to remain and be carried forward to increase available appropriations, rather than reverting to the general fund.

Requires trust fund investments to comply with Florida Statutes section 17.61 and establishes automatic termination of the trust fund on July 1, 2015, unless terminated sooner, with a mandatory review before termination.

Takes effect July 1, 2011, subject to passage by a three-fifths vote of both legislative chambers.
