Eliminates base salary structure for district school board members based on county population and replaces it with a maximum $100 stipend per school board meeting that does not count toward retirement benefits.

Removes district school board members from salary adjustment provisions in section 145.19 that applied to other state officials.

Maintains reimbursement for travel expenses incurred in performing official duties, including attendance at board meetings, computed from member's residence.

Prohibits district school board members from receiving any compensation beyond the $100 stipend and travel reimbursement.

Applies amendments to board members elected or reelected in 2012 and thereafter, effective July 1, 2011.
