Creates s. 100.365, F.S., establishing procedures for recall elections of the Governor, Lieutenant Governor, Cabinet members, and legislators in accordance with Article VI, Section 8 of the State Constitution.

Requires recall proponents to register as a political committee pursuant to s. 106.03 and obtain Secretary of State approval of petition forms before circulating for signatures.

Allows 120 days for proponents to circulate and file signed petitions, which supervisors of elections must verify within 30 days and signatures remain valid for the duration of the recall process.

Specifies that removal of the Governor from office automatically removes the Lieutenant Governor, and Governor/Lieutenant Governor candidates cannot appear on the recall ballot.

Takes effect upon approval of House Joint Resolution 7 or a substantially similar joint resolution by Florida voters at the November 2012 general election.
