Creates Florida Statute 253.0347 to authorize leases of sovereignty submerged lands for private residential single-family docks, multifamily docks, and multislip docks with a maximum initial term of 10 years and renewal options for successive 10-year terms.

Establishes lease fee structure determined by the Board of Trustees of the Internal Improvement Trust Fund, with exemptions for preempted areas of 10 square feet or less per linear foot of shoreline for multifamily and multislip structures with one wet slip per approved upland residential unit.

Exempts lessees from paying fees on revenue from transfers of homestead-exempted residential property but requires fees on income derived from wet slips, docks, or piers in the preempted lease area.

Mandates the Department of Environmental Protection inspect private residential docks and related structures at least once every 10 years to ensure compliance with lease terms and conditions.

Appropriates $1 million in recurring General Revenue Fund money to the Internal Improvement Trust Fund beginning in fiscal year 2012-2013 for administration, management, and disposition of sovereignty submerged lands, effective July 1, 2012.
