Creates section 320.0892 of Florida Statutes to authorize the Department of Highway Safety and Motor Vehicles to issue specialty license plates for recipients of military decorations without payment of license tax.

Establishes four categories of eligible recipients: U.S. citizens and Florida residents who were awarded the Silver Star, Distinguished Service Cross, Navy Cross, or Air Force Cross while serving in the United States Armed Forces.

Requires applicants to submit an application and proof of meeting the qualifications for the applicable license plate decoration.

License plates will display the name of the specific medal (Silver Star, Distinguished Service Cross, Navy Cross, or Air Force Cross) followed by the serial number.

Takes effect October 1, 2012.
