Authorizes Florida school districts to place commercial advertisements on the exterior of school buses according to district policies, with advertisers required to reimburse the district for all costs including retrofitting, storage, attachment, and maintenance.

Prohibits advertisements for alcoholic beverages, tobacco, prescription drugs, hallucinogenic substances, discriminatory content, sexual material, political content, religious establishment, false/misleading claims, illegal activities, pari-mutuel wagering, and Internet gaming.

Limits school buses to maximum 2 advertisements per bus, each no larger than 2 feet high and 6 feet long, with signage placement standards that prevent interference with safety equipment, doors, windows, emergency exits, or school bus identification.

Requires buses violating these requirements to be withdrawn from service until compliance is achieved and mandates all advertising revenue be allocated 50% to transportation, 40% to other school programs, and 10% to driver education programs (with 30% of that for behind-the-wheel instruction).

Effective date is July 1, 2012.
