Allows parking enforcement specialists or agencies to validate compliance and sign affidavits for illegal disabled parking citations, enabling dismissal upon provision of valid permit documentation and payment of up to $7.50 dismissal fee.

Requires disabled parking permit renewal beginning October 1, 2012 only if applicant provides a disability certificate issued within the last 12 months.

Prohibits permit owners from applying for a new disabled parking permit for 4 years after a second conviction or nolo contendere plea for fraudulent or unlawful permit use.

Mandates the Auditor General compare disabled permit holders with death records every 2 years and forward lists of deceased permitholders to the Department of Highway Safety and Motor Vehicles for permit invalidation.

Requires the Department of Highway Safety and Motor Vehicles to develop and implement a reporting mechanism for abuse of disabled parking permits via telephone hotline, online form, or mail.
