Creates s. 316.901 requiring law enforcement officers to indicate on citations when a moving violation occurs while using a handheld mobile telecommunications device and whether the violation occurred in a school zone.

Defines "mobile telecommunications device" to include cellular phones, computers, game machines, and personal digital assistants used for voice, text, or data transmission, but excludes pagers.

Adds $50 civil penalty for moving violations committed while using a handheld mobile telecommunications device and $100 penalty if the violation occurs within a school zone, in addition to other penalties imposed.

Requires persons cited for moving violations while using a handheld mobile telecommunications device to appear before a designated official for a hearing rather than having the option to pay by mail.

Takes effect October 1, 2012.
