Proposes a constitutional amendment to create Section 28 of Article X establishing restrictions on naming public buildings, roads, bridges, parks, and recreational facilities after living persons or recently deceased individuals

Prohibits naming public facilities after any person who has not been deceased for at least five years, with limited exceptions

Allows naming facilities after living persons or those deceased less than five years only with approval of a four-fifths supermajority vote by the governmental body enacting the designation

Absolutely prohibits naming any public facility after a public officer while that person remains in office, regardless of supermajority approval

Requires submission of the amendment to Florida voters for approval at the next general election or an earlier special election authorized by law
