Declares Florida's continuing unity of commitment with other states and nations against terrorism, its crimes against humanity, and al-Qaeda.

Directs copies of the memorial to be sent to the President of the United States, President of the U.S. Senate, Speaker of the U.S. House of Representatives, and each member of the Florida congressional delegation.
