Urges Congress to discontinue imposing federal mandates and legislation that exceed its constitutionally delegated powers under the Tenth Amendment.

Asserts that Florida's people retain sovereignty under the Tenth Amendment over all powers not explicitly granted to the Federal Government.

Directs copies of the memorial to be sent to the President, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
