Cites the 1787 Constitutional Convention where founders rejected a plan authorizing federal regulation of activities with spillover effects across state lines.

Directs copies of the memorial to be sent to the President, President of the U.S. Senate, Speaker of the House, and all members of Florida's congressional delegation.
