Authorizes school district superintendents to request extensions to educational plant survey submission deadlines from the Department of Education for up to 180 days each, with a maximum of four consecutive extensions per survey.

Requires extension requests to be submitted at least 90 days before the current deadline and must include a letter from the superintendent citing the specific need and a formal application with supporting data signed by all school board members.

Prohibits school districts from contracting new construction projects during an extension period, except for locally bonded projects and those financed with voter-approved one-half-cent sales surtax for public school capital outlay.

Directs the State Board of Education to adopt rules to implement the extension request process.

Effective July 1, 2012.
