Creates section 1009.213, F.S., establishing a nonresident tuition exemption for eligible students at state universities and Florida College System institutions beginning with the 2012 fall term.

Exempts students (except nonimmigrant aliens) from nonresident tuition if they attended high school in Florida for 3 or more years and graduated from a Florida high school or attained a high school equivalency diploma.

Requires students without lawful immigration status to file an affidavit with their institution stating they have filed or will file an application to legalize their immigration status as soon as eligible.

Directs the Board of Governors to adopt regulations and the State Board of Education to adopt rules implementing the nonresident tuition exemption.

Effective date: July 1, 2012.
