Prohibits the Department of Highway Safety and Motor Vehicles from copying or retaining verification documents (identification, Social Security, residence proof) submitted by U.S. citizens for driver's license or identification card issuance, renewal, reinstatement, or modification.

Requires the department to securely destroy all previously obtained verification documents from U.S. citizens by September 11, 2012.

Exempts citizens with valid Florida driver's licenses or identification cards from providing proof of identity for renewals, and exempts those holding valid licenses for at least 10 years from submitting proof of residence address.

Prohibits the department from incorporating radio frequency identification (RFID) devices or electronic tracking devices in driver's licenses or identification cards, and prohibits obtaining fingerprints or biometric DNA material from U.S. citizens.

Allows persons whose residential addresses are protected by law to use a nonresidential address on their driver's license or identification card; does not restrict copying documents from noncitizens.
