Appropriates $1,350,000 from the General Revenue Fund to be used to purchase an annuity for William Dillon, who was wrongfully incarcerated for 27 years for first-degree felony murder before his conviction was vacated in 2008.

Waives tuition and fees for William Dillon for up to 120 hours of instruction at Florida career centers, community colleges, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires William Dillon to execute a release agreement fully discharging the State of Florida, its agencies, and the Sheriff of Brevard County from all present and future claims arising from his arrest, conviction, and incarceration before the annuity is purchased.

Establishes that this compensation is the sole award to William Dillon and prohibits him from seeking any future compensation against the state or related entities in state or federal court, while preserving his right to seek judicial record expungement.

Voids unused benefits if future DNA evidence or other factual findings determine that William Dillon participated in the death or robbery of James Dvorak.
