Permits foreclosure notices to be published on a publicly accessible website maintained by the clerk of court as an alternative to traditional newspaper publication.

Requires approved websites to maintain notices for 90 days after posting and keep all notices searchable for 10 years, receive at least 100,000 monthly impressions, provide 24-hour customer support, and post information in English and Spanish.

Allows users to access current notices (posted within 90 days) without registration or fees, but may charge fees for accessing archived notices (older than 90 days) after user registration.

Grants clerks of court and deputy clerks 24-hour free access to all foreclosure records through secure portals, and grants chief judges free access to all published documents.

Requires website providers to remit 50 percent of net revenue from publication fees to the clerk of court monthly by the 5th day of the following month and takes effect April 1, 2012.
