Revises the definition of "continuing contract" to allow contracts with no time limitation (rather than fixed term only), provided the contract includes a termination clause.

Adds a "best value selection" definition as the selection of a firm or firms whose proposal provides the greatest overall benefit to an agency in accordance with formal solicitation requirements.

Clarifies that agencies may reject any or all submissions received in response to a public announcement and may award contracts to multiple firms under the competitive negotiation process.

Establishes a new best value selection process allowing agencies to use a two-stage evaluation: stage one evaluates qualifications without compensation proposals, and stage two evaluates compensation proposals with qualifications, with compensation capped at 50 percent of total evaluation weight.

Requires each agency to adopt rules governing the best value selection process, including public solicitation with evaluation criteria, initial proposal evaluation, and authority for negotiation during declared states of emergency.
