Adds additional fines for knowingly driving with a canceled, suspended, or revoked license: $100 for first offense, $500 for second offense, and $1,000 for third or subsequent offense, payable before vehicle release from impoundment or immobilization.

Distributes collected fines as follows: within municipalities 40% to municipality and 40% to county with 20% to towing/storage company; outside municipalities 80% to county and 20% to towing/storage company.

Changes driving with suspended/revoked license from criminal misdemeanor penalties to a moving violation punishable under chapter 318, with mandatory immediate vehicle impoundment or immobilization upon citation.

Modifies vehicle release procedures to require payment of applicable fines under section 318.18, proof of valid driver's license, vehicle ownership/consent, and proof of insurance before release.

Allows persons cited for knowingly driving with suspended/revoked license (for specified underlying violations) to enter a nolo contendere plea with proof of compliance, with adjudication withheld and vehicle released upon payment of towing and storage costs, limited to three elections within any 12-month period.
