Creates the Florida Educational Student Advisory Council (FESAC) within the Department of Education with 25 members appointed by the Governor, President of the Senate, Speaker of the House, Florida School Boards Association President, and Florida Association of Student Councils President.

Requires each district school board to establish a screening committee that selects five student applicants for FESAC membership based on resume, endorsement letters, community service portfolio, essay, and policy proposal submissions, with applications due to the Department of Education by April 1.

FESAC members must be enrolled in Florida public high schools and serve either 2-year terms (appointees of Governor and legislative leaders) or 1-year terms with one possible reappointment (appointees of school boards and student council associations).

Requires FESAC to meet quarterly in Tallahassee and monthly in State Board-established regions to advise the Governor, State Board of Education, and Commissioner of Education on educational issues and make annual policy recommendations to the legislature.

Requires each district school board to establish a student advisory program with student advisors to the board elected by a districtwide association of student councils representing all secondary schools in the district.
