Creates an Expedited Partner Therapy Pilot Project in Duval and Gadsden Counties to address high rates of sexually transmitted infections, particularly chlamydia and gonorrhea.

Exempts participating providers from Florida Statutes ss. 384.27 and 465.023(1)(h) and Rule 64B8-9.014, allowing physicians to provide single-dose medications to infected patients for partner use.

Requires physician training on Centers for Disease Control and Prevention expedited partner therapy guidelines and adaptation of patient education materials from Texas's program.

Funds the pilot project using existing revenues with projected annual cost of $70,000 to reach approximately 4,000 persons and their partners.

Funding covers medication purchases, educational materials for physicians and patients, and evaluation of the pilot project's progress.
