Prohibits rental car companies from renting for-hire vehicles with exterior bumper stickers, insignias, or advertising that identify the vehicle as a rental, except for cargo vehicles.

Requires lease and rental car companies to enclose permanently affixed SunPass transponders in a metal box that allows renters to manually activate them.

Restricts service fees for transponder use to only the actual days the renter used the transponder to pay tolls, calculated in 24-hour increments, with no charges allowed for days when no tolls were incurred.

Establishes a $500 fine per occurrence for rental car companies in violation of these provisions.

Effective July 1, 2012.
