Establishes the "John Anthony Wilson Bicycle Safety Act" and creates section 260.0144, Florida Statutes, authorizing the Department of Environmental Protection to enter into concession agreements with not-for-profit entities or private businesses for commercial sponsorship displays on state greenways and trails.

Limits sponsorship signage to one large sign (not exceeding 16 square feet) at each trailhead or parking area and one small sign (not exceeding 4 square feet) at each designated public access point, with all displays subject to department approval and compliance with state regulations.

Restricts sponsorships to seven specific trails: Florida Keys Overseas Heritage Trail, Blackwater Heritage Trail, Tallahassee-St. Marks Historic Railroad State Trail, Nature Coast State Trail, Withlacoochee State Trail, General James A. Van Fleet State Trail, and Palatka-Lake Butler State Trail.

Requires concessionaire to pay all costs of displays including development, construction, installation, operation, maintenance, and removal, with concession agreements lasting a minimum of one year and terminable by the department for just cause upon 60 days' notice.

Distributes proceeds from concession agreements with 85% deposited into the appropriate department trust fund for greenway and trail operations, and 15% deposited into the State Transportation Trust Fund for bicycle safety and safe school path programs.
