Prohibits drivers under 18 years of age and school bus operators from using handheld cellular phones or electronic communications devices while operating motor vehicles, with exceptions for hands-free devices and when the vehicle is stopped with the engine off; violations are noncriminal traffic infractions.

Requires the Department of Highway Safety and Motor Vehicles to issue distinctive placards to drivers under 18 years of age that must be displayed on motor vehicles at all times; failure to display is a noncriminal traffic infraction.

Restricts drivers under 18 years of age from operating a motor vehicle with more than one passenger under 18 years of age unless the additional passengers are siblings or children of the driver.

Adds a voluntary $1 contribution option on driver's license applications to benefit the AAA Foundation for Traffic Safety; designates such contributions as non-revenue income for service charge purposes.

Takes effect October 1, 2012.
