Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during Florida State University football preseason training on February 21, 2001.

Compensates the parents for a settled lawsuit with Florida State University; the Division of Risk Management previously paid $200,000 under statutory limits, with this appropriation covering the remaining balance of a $2 million consent judgment.

Authorizes a warrant to be drawn in the amount of $1.8 million to the named parents as relief for their losses.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the awarded amount.

Makes this the sole compensation for all present and future claims arising from Devaughn Darling's death.
