Establishes a state employee health and wellness clinic pilot program within the Division of State Group Insurance, with vendor selection through competitive solicitation.

Requires two clinics to be established—one at the Southwood Complex (maximum 20 hours per week) and one at the Capitol Complex (minimum 20 hours per week)—with mutually exclusive operating hours.

Mandates clinic services include primary care, wellness services, occupational health, vaccines/immunizations, electronic medical records access, and optional laboratory, digital radiology, and prenatal support services.

Specifies vendor is responsible for all startup costs and staffing while the state provides clinic locations at no cost; vendor is not required to file insurance claims for services provided.

Limits pilot program contract term to 3 years maximum with annual reports to Governor and Legislature due by February 1 evaluating implementation, cost savings, quality standards, and health education distribution.
