Creates the Floridians Back to Work Program within the Division of Workforce Services of the Department of Economic Opportunity to offset hiring costs and encourage long-term private-sector employment.

Authorizes wage subsidies of up to $2,000 per qualified job applicant, with payment tiered based on retention length: $500 for 30 days, $1,000 for 60 days, $1,500 for 90 days, and $2,000 for 120 days.

Defines qualified job applicants as unemployed persons currently receiving or who received unemployment compensation within 12 months prior to hire, working at least 30 hours per week, and earning less than $15 per hour at their last job.

Requires the division to adopt rules in consultation with Workforce Florida, Inc. to implement the program and distribute federal and state workforce funding through regional workforce boards.

Implementation is contingent upon appropriation in the General Appropriations Act, with an effective date of July 1, 2012.
