Directs the Department of Children and Family Services to include in its annual legislative budget requests starting in fiscal year 2013-2014 an appropriation not to exceed $180,000 to replenish Angela Sozzani's special needs trust for placement costs and medical care not covered by Medicaid.

Requires the initial 2013-2014 appropriation to include all funds expended from the trust since its inception through the date of the initial request.

Authorizes the department to seek appropriations exceeding the $180,000 limit in extraordinary circumstances to replenish the trust for medical care and treatment costs not funded by Medicaid.

Prohibits any attorney fees, lobbying fees, costs, or other similar expenses relating to the claim from being awarded.

Provides relief for Angela Sozzani, a disabled person injured in a near-drowning incident on April 17, 2002, while in the custody of a Department of Children and Family Services-licensed foster home.
